Politically speaking, it's easy for leedars encourage nationalist sentiments in order to solidify their control of the country it creates an atmosphere of us against others', which makes the average person lean more towards wanting the nation's military forces to be firmed up. Then, also looking say 5 years into the future, I see china as being more able to project military force, with over a billion people in need of resources, with a sparsely inhabited area north of it.A nation's ability to project force is a large factor in how it conducts foreign relations, even if armed conflict doesn't develop. If I were russia, I'd definitely want the ability to resist chinese pressure in the future.
